Simple interactive interface for viewing single tables for single geographic units. Very slow and easily overwhelmed Census Bureau web site.
Census 2000 Redistricting Data Sets - State Files -- Census Bureau anonymous ftp
Requires statistical processing software or database management software. Each state-level directory contains three ASCII data files: a fixed-field geography file and two comma-delimited data files (Tables PL1-PL2 and PL3-PL4). One record for each geographic unit within state at these geographic levels: state, county, voting district, county subdivision, place, census tract, block group, block.

Requires GIS software with TIGER/Line conversion capability. The raw data for producing maps, shapefiles, and geographic entity indexes. One set of files covers one county.

Shapefiles for ArcView and ArcExplorer GIS. Projected in NAD83, North American Datum of 1983. Data layers available for blocks, block groups, census tracts, voting districts, designated places, and more, arranged by state and county.

Redistricting Data via American FactFinder -- Census Bureau web
For single tables for single census tracts, select "Pennsylvania", then "Change Selection -> Geography" and follow prompts to "Select the type of area: Census Tracts". Very slow and easily overwhelmed interface.
Redistricting Data (Public Law 94-171) Summary File data extracts -- Penn Library
dBASE-format files providing one record for each census tract. These files may be used with Microsoft Excel, Access, FoxPro, and other software. For variable labels, consult the "Table Matrices" section in the technical documentation.

Census 2000 identifies 382 census tracts within Philadelphia, where the 1990 Census identified 366 census tracts.
JOIN file for linking shapefile to PL94-171 data tables -- dBASE format
Use this dBASE-format file in ArcView to link the shapefile (stfid variable) to a data table (logrecno variable).

File PV42101_000.pdf is the index map for the twenty detailed map sheets.

Philadelphia voting district identifiers combine Ward and component Precinct as "Ward + Precinct".
